Juncker Commission record: Red card for migration – fair taxation and social policy score better

In a Euranet Plus pre-election debate, MEPs from opposition parties are very critical of the Commission’s migration response. However, during its term, the Commission of Jean-Claude Juncker has tabled some valuable proposals to fight tax evasion, develop an EU pillar of social rights or promote investments in the EU, they say.

The term of the Juncker Commission is coming to an end. How will it be remembered, for what successes and failures?

In a Euranet Plus debate, on March 20, two members of the European Parliament, social-democrat Maria João Rodrigues (Portugal) and European conservative Roberts Zīle (Latvia) made an initial assessment of its achievements.

Migration, the unexpected challenge

Maria João Rodrigues, MEP S&D, Portugal: How can countries in crisis welcome migrants?

“If we want all member states to receive refugees, and to share the integration of migrants, we also need to give to all member states a real possibility to come back to growth, investments and jobs creation. Because, how can they receive refugees properly if their own citizens are in trouble regarding jobs and better working conditions.”

Mixed economic results

The Commission is proud of its economic record – debt levels steadily decreasing and the deficit of the euro area below one per cent of GDP.

Simultaneously, the EU executive found its way out of austerity by promoting internal EU investments.

Maria João Rodrigues, MEP S&D, Portugal: The Juncker Commission had the merit to go beyond austerity

“The Juncker Commission had the merit to go beyond the dark ages of austerity, just because of austerity. We started changing the economic policy: for the first time, we introduced a concern with investments – very important. We said that, in the economic policy, we need not only to rebalance budgets, not only to undertake reforms, but we need to promote investments. And Juncker is known for something important, called the Juncker plan, which is important for investments at the European scale – even if we would like to have much more resources for this.”

But some observers say that the Juncker Commission has shown too much tolerance when dealing with very high external surpluses, like that of Germany.

Developing the EU’s social pillar

The European Commission also provided a key impetus in developing the EU’s social pillar, the socialist MEP said.

Maria João Rodrigues, MEP S&D, Portugal: The launch of the EU social pillar was a big step

“A big step by the Juncker Commission was to launch the European pillar of social rights in all areas, making sure that everybody, even in digital jobs, can count on decent labour contracts and access to social protection. I think this is a big step to prepare Europeans for the digital age.
